Convert UP Government Samsung Galaxy Tab A9 to Normal Tablet Without Computer
The U.P. Government has given Samsung Galaxy Tab A9 tablets to final-year students for free. But these tablets come with full government control. You can’t even change the wallpaper, uninstall apps, or use the device freely. The moment you connect it to the internet, the device becomes restricted.

Step 1: Factory Reset is Disabled
Go to Settings > General Management > Reset. You’ll see that Factory Data Reset is disabled. This is because of Knox control.

Step 2: Enable Developer Options
- Go to Settings > About Tablet
- Tap Software Information
- Tap Build Number 7 times
- Go back to Settings > Developer Options
- Enable USB Debugging and Wireless Debugging
Step 3: Connect Shizuku Without Computer
- Open Shizuku App and tap Start
- Select Pair using pairing code
- A code will appear. Pull down notification panel and tap Pairing device found
- Enter the code and tap Send
- Tap Start again in Shizuku

Step 4: Use aShell to Disable Knox and MDM
Open the aShell app and run these commands:
pm disable-user --user 0 com.sec.enterprise.knox.cloudmdm.smdms
pm disable-user --user 0 com.sec.knox.kccagent
This will remove Knox from Samsung Tab A9.
Step 5: Reset the Tablet
Now go to Settings > General Management > Reset > Factory Data Reset.
Tap Reset and confirm. The tablet will restart and reset fully.
Step 6: Use Alliance Shield to Setup
On another phone, go to: https://alliancex.org/shield/device-owner-qr-setup
- Keep the QR code open
- On the tablet, tap the Welcome screen 4-5 times
- Scan the QR code using tablet camera
- Connect to Wi-Fi and setup will continue
Step 7: Register Alliance Shield Account
- Enter a username, password, and email
- Complete the captcha and submit
- Verify your email
This is needed to remove UPDESCO from tablet and make government tab normal after update.
Step 8: Disable Knox Services
- Go to Settings > Apps
- Search and tap on Knox Enrollment Service
- Tap Disable
This will help remove Knox security in Samsung Tab A9.
Step 9: Final Step - Remove Device Owner
- Open Alliance Shield
- Go to Settings
- Disable Device Owner
This will remove restrictions from government tablet completely.
